The “Leave Travelling Concession Scheme” is a welfare initiative by the Building and Other Construction Workers Welfare Board, Department of Labour, Punjab. Benefits
- Financial Assistance:
Registered construction workers receive a lump sum of ₹2,000 as LTC.
Note:
- The LTC benefit is granted after the worker returns from the journey, upon submitting a self-declaration or proof (via online verification through the Labour Inspector or the nearest Suvidha Kendra).
- In the event of any incident during the journey, no compensation will be provided under this scheme.
Eligibility
For Registration as a Building/Construction Worker:
- Must be a resident of Punjab.
- Must be employed as a building/construction worker (unorganised worker).
- Age should be between 18 and 60 years.
- Must have engaged in building or construction work for at least 90 days in a given year.
- Must have a monthly income of ₹15,000 or below.
- Must not be a member of any other Welfare Fund established under any law.
- Must not have membership of EPF, NPS, ESIC.
- Must not be an income tax payer.
For Availing the Welfare Scheme:
- The applicant must be a registered member under the Building and Other Construction Workers Welfare Board of Punjab.
- Eligible for LTC for journeys taken in the last two years for visiting religious/historical places or their hometown.

Registration as a Building/Construction Worker:

New Registration:
Approach the nearest Sewa Kendra or Registering Officers/Labour Inspector to submit Application Form No. 28, along with a registration fee of ₹25 (one-time) and a monthly contribution of ₹10. The registration is valid for a minimum of 1 year and a maximum of 5 years. -
Renewal:
After one year, renewal is required by submitting an application in Form-27A along with a renewal fee of ₹10. Failure to renew results in cancellation, requiring a fresh application.
