Overview
Haryana’s livestock sector plays a crucial role in the economy, contributing 46.34% to the agricultural GDP and 7.15% to the total state GDP. As per the 2019 livestock census, Haryana houses over 19 lakh cattle and 43 lakh buffaloes. This scheme targets women farmers and unemployed youth by promoting dairy units for self-employment and enhanced milk production.
Objectives
Long-Term Goals:
- Create employment through animal husbandry
- Promote self-employment among women farmers
- Enhance milk and dairy product output
- Upgrade cattle breeds/germplasm
- Improve per capita milk availability
Medium-Term Goals:
- Provide income to weaker sections and Antyodaya families
- Support commercialization of dairy units
- Motivate unit upgrades (from small to 20 or 50 milch animals)

Financial Support Structure
Subsidy (4 & 10 MA Units):
- 25% of livestock component cost
- Credited after 3 months of loan disbursement/purchase, post verification
Interest Subvention:
- 1 MA (Women): Up to Rs. 1 lakh for 3 years
- 20 MA: 5 years, max loan of Rs. 15 lakh (75% of Rs. 20 lakh)
- 50 MA: 5 years, max loan of Rs. 37.5 lakh (75% of Rs. 50 lakh)
Permissible Livestock Costs
- Crossbred Cow (H.F.): Rs. 70,000 to Rs. 90,000
- Buffalo: Rs. 85,000 to Rs. 1,00,000
- Sahiwal Cow: Rs. 65,000 to Rs. 90,000
- Hariana Cow: Rs. 42,000 to Rs. 60,000
Eligibility Criteria
- Age: 18–60 years
- Resident of Haryana
- Women only for 1 MA unit
- Must provide unemployment certificate
- Individual applications only (no group or firms)
- NOC from service area bank
- 7-year re-application gap required
- Jurisdiction based on animal rearing location
Application Process
- Portal: SARAL Haryana
- PPP ID mandatory
- Apply via self, CSC, Antyodaya Kendra, Atal Sewa Kendra, e-Disha
- Upload all required documents (Aadhar, PAN, Bank passbook, NOC, Shed photo*)
Purchase & Implementation
- Post-loan approval, purchase is done first-come-first-serve
- Committee present during purchase:
- Chairman: SDO (Animal Husbandry)
- Members: Vet Surgeon, Bank Rep, VLDA
- Animals can be bought in 2 batches (preferably 50:50)
- Photos and documents uploaded to SARAL Portal
MMAPUY Component
- 2 MA unit for Antyodaya families
- Apply via Utthan Portal → SARAL
- Purchase Committee led by Vet Surgeon
- Subsidy after 7 days of tagging/purchase or loan disbursement
Publicity Plan
- LDMs, banks briefed by Deputy Director
- BLEOs publicize at block level
- Veterinary teams promote at Kisan Gosthis & health camps
- Pamphlets/booklets in Hindi and English by HQ
