The “Skill Upgradation and Vocational Education Scheme: For Worker’s Childrens” by the BOCW Welfare Board, Department of Labour, Punjab, is a welfare scheme for the registered workers of the board. Under this scheme, the Board will provide full course fees, boarding and lodging assistance to the children of registered workers who acquire Skill from technical institutions such as ITIs/ Polytechnic colleges etc.

Eligibility

For Registration as a Building/Construction Worker

  • The applicant must be a resident of Punjab.
  • The applicant must be a Building/Construction Worker (Unorganised Worker).

  • The applicant must have worked in construction for at least 90 days in a given year.
  • The applicant’s monthly income must be ₹15,000 or below.
  • The applicant must not be a member of any other Welfare Fund under any law.
  • The applicant must not be a member of EPF, NPS, or ESIC.
  • The applicant must not be an income taxpayer.

For the Application of the Welfare Scheme

  • The applicant must be a child of a registered construction worker under the Building and Other Construction Workers Welfare Board of Punjab.
  • The applicant must be enrolled in a skill development or vocational training program at an approved institution such as ITI, Polytechnic, or similar technical training centers.

Application Process

Online Application (Via CSCs – Common Service Centers)

  1. Visit a nearby Common Service Center (CSC).
  2. Fill out the online application form on the official portal.
  3. Upload the required documents as specified.
  4. Submit the application and collect the acknowledgment receipt for future reference.

Offline Application

  1. Visit the nearest Sewa Kendra or Registering Officer’s Office (Labour Inspector).
  2. Fill out the application form and attach the required documents.
  3. Submit the application to the concerned officer.
  4. Upon verification, eligible candidates will receive sanctioned benefits.

Registration Process for Construction Workers

  • Step 1: Approach a Sewa Kendra or Registering Officer/Labour Inspector.
  • Step 2: Fill out Application Form No. 28 and pay a one-time registration fee of ₹25/-.
  • Step 3: Contribute ₹10/- per month towards the Welfare Board.
  • Step 4: Registration is valid for a minimum of 1 year and a maximum of 5 years.
  • Step 5: Once registered, the worker becomes a ‘Beneficiary’ of the Board.
