The West Bengal Disability Pension Scheme 2010 is designed to provide financial assistance to persons with disabilities who are unable to work and earn a living. Eligibility Criteria

  • Disability Requirements:
    • The applicant must have a disability of at least 40%.
    • The disability must render the person unsuitable for physical work as declared by the respective Medical Officer.
    • The following disabilities are considered:
      • Deaf and Dumb
      • Blind
      • Orthopedically handicapped
      • Mentally retarded
      • Permanently incapacitated
  • Income Criteria:
    • The family income (if any) must not exceed ₹1,000/- per month.
  • Residency Requirements:
    • The applicant must be an Indian citizen and a resident of West Bengal; or
    • Must have been a resident of West Bengal for at least 10 years at the time of application.
    • For disabled persons below 10 years old, the period of residence is determined by the span from their date of birth to the application date.

Exclusions

  • Professional Beggars and Mendicants:
    • Individuals engaged in begging as a profession are not eligible.
    • Occasional non-professional beggars may be eligible if other criteria are met.
  • Recipients of Other Pensions:
    • Disabled persons already receiving any of the following are not eligible:
      • Widow Pension
      • Old Age Pension
      • Farmers’ Pension
      • Family Pension Scheme (or similar pensions from the State Government, Central Government, or other authorities)

Application Process

Offline Process:

  • Where to Obtain the Application Form (Form-P):
    • Rural Areas:
      • Office of the Block Development Officer or the Executive Officer of the concerned Panchayat Samity.
    • Municipal/Notified Areas (outside Kolkata Municipal Corporation):
      • Office of the Sub-Divisional Officer.
    • Within Kolkata Municipal Corporation:
      • Office of the Controller of Vagrancy, West Bengal at Purta Bhawan, Bidhan Nagar, Kolkata-700091.
  • Steps to Apply:
    1. Obtain Form-P:
      • Collect the free application form from the relevant office.
    2. Complete the Form:
      • Provide personal details, contact information, type and percentage of disability, and bank account details.
    3. Attach Documents:
      • Attach the required documents (self-attested copies as applicable).
    4. Submission:
      • Rural Areas: Address the application to the District Magistrate and submit to the Block Development Officer or the Executive Officer of the Panchayat Samity.
      • Municipal/Notified Areas (outside Kolkata Municipal Corporation): Address the application to the District Magistrate and submit to the Sub-Divisional Officer.
      • Within Kolkata Municipal Corporation: Address the application to the Controller of Vagrancy, West Bengal and submit accordingly.
