Background & Justification

Haryana is a significant contributor to India’s livestock sector, contributing 5.11% of total milk production despite being a small state geographically. Animal husbandry remains a key source of income, employment, and nutrition in rural areas. However, over 94% of poultry is raised in commercial farms, with minimal participation from weaker sections.

This scheme aims to boost backyard poultry, especially among small farmers and landless labourers, promoting self-employment and nutritional security through low-cost and profitable poultry farming.

Scheme Details

  • Total Units Targeted: 1500 backyard poultry units
  • Per Unit Support:
    • 50 ten-day-old chicks
    • 2 water drinkers
    • 2 feeders
    • Doorstep delivery free of cost
  • Bird Breeds: Chabbro and Cari Nirbheek

Financial Allocation (in Rs.)

  • Infrastructure strengthening (Hatchery): 47,50,000
  • Rearing 75,000 chicks @ Rs. 35: 26,25,000
  • Equipment & transport: 16,25,000
  • Total Budget: Rs. 90,00,000

Eligibility Criteria

  • Age: 18 to 60 years
  • Resident of Haryana
  • Not availed benefits under previous livestock schemes
  • Individual applicants only (no firms or groups)

Application Process

  • Apply online via SARAL Portal: http://saralharyana.gov.in
  • Tentative window: May 15 – November 30, 2025
  • Application can be done via CSCs, Atal Sewa Kendras, e-Disha Centres, etc.

Unit Distribution Process

  1. Step 1: SDO (AHD) checks applications (first come, first served)
  2. Step 2: Forwarded to Deputy Director (AHD)
  3. Step 3: Sent to Assistant Director, Government Hatchery Farm, Hisar
  4. Step 4: Delivery of chicks, drinkers, feeders to doorstep
  5. Step 5: Receipt collected and uploaded to SARAL Portal

RTS Compliance

  • Scheme under Haryana Right to Service Act, 2014
  • RTS timeline to be confirmed after official notification

Publicity Measures

  • BLEOs to publicize through SARAL Kendras
  • Veterinary officers to promote during camps and Gosthis
  • Printed materials (Hindi/English) to be distributed

MMAPUY Provision

  • Eligible for Mukhya Mantri Antyodaya Parivaar Uthaan Yozna applicants
  • No unit cap; budget extension possible
  • API-based submission from Utthan to SARAL portal

DDOs Responsible

  • Director General, Animal Husbandry & Dairying (Overall DDO)
  • Deputy Directors & Assistant Director (Hisar Hatchery) for implementation
