It’s not just a rumor. With the 2025-26 Kerala Budget introducing a massive 50% hike in basic land tax and the steady 20% increase in base fair values now fully active, checking the PEARL Portal is more critical than ever.

Here is the updated, “no-BS” guide to finding your land’s fair value in 2026.

1. Why is the Fair Value different in 2026?

Before we get to the steps, you need to understand two major changes:

  • The 50% Tax Surge: Finance Minister K.N. Balagopal’s latest budget increased land tax across the board. While this is an annual tax, it often triggers a review of the land’s Fair Value (the one-time price used for registration).

  • The Digital Resurvey (Ente Bhoomi): Kerala is currently digitizing 1,500+ villages. If your survey number doesn’t show up on PEARL, it’s likely because your data has moved to the new Ente Bhoomi portal.


2. How to Check Fair Value Online (The Right Way)

Step 1: Go to the Official Portal Don’t use Google search results that lead to ad-heavy private sites. Go directly to: 👉 registration.kerala.gov.in

Step 2: Select Your Mandatory Location You’ll need your Land Tax Receipt or Old Deed for this. Select:

  • District

  • RDO (Revenue Divisional Office)

  • Taluk

  • Village

Step 3: Search by Survey Number Searching by “Land Type” is a waste of time. Always select “Survey Number” from the dropdown.

  • Enter your Survey Number (e.g., 210) and Sub-division (e.g., 2-1).

  • Click ‘View Fair Value’.

Step 4: Read the Result Carefully The table will show a price “Per Are” (1 Are = 2.47 Cents).

Important: Look at the “Classification” column. If your land is marked as “Residential with NH/PWD Road Access,” the price will be significantly higher than “Agricultural Land.”


3. Calculating Your Total Cost (May 2026 Rates)

In Kerala, the registration cost is a flat 10% of the Fair Value (or the Sale Value, whichever is higher).

  • Stamp Duty: 8%

  • Registration Fee: 2%

  • Example: If the Fair Value is ₹10 Lakh, you will pay ₹1,00,000 in government fees.


4. Troubleshooting: “Survey Number Not Found?”

If the portal says “No records found,” don’t panic. There are three common reasons in 2026:

  1. Digital Migration: Your village is under the Digital Resurvey. Check the Ente Bhoomi Portal to see if a new survey number has been assigned.

  2. Un-notified Land: Some newly divided plots haven’t been assigned a fair value yet. In this case, you must apply for a Fair Value Certificate at the RDO office.

  3. Typos: The system is very sensitive. Ensure there are no spaces or extra characters in the survey number.

The “Ground Truth” Reality Check
